The Western Forestry and Conservation Association was founded in 1909. It was originally composed of "three private forestry and forest fire associations and two conservation associations in the states of Oregon, Washington, Idaho and Montana." In 1910 two and one-half million acres of forest burned in Montana and Northern Idaho, alerting forest managers to the need for systematic fire protection.
